Qualification Details:
Applications are invited from the eligible (as mentioned in the Annexure) candidates for the post of Sagaramitras on Outsourcing basis as per the terms and conditions mentioned in the Annexure.
1. Name of the Post: Sagaramitras
2. Educational Qualification: Fisheries Polytechnic Diploma holder (or) Bachelor degree in Fisheries Science/Marine Biology/Zoology. Order of preference will be given to candidates who having Fisheries Polytechnic Diploma holders, Bachelor degree in Fisheries Science/Marine Biology/Zoology from recognised university.
3. Objective:
a. The coastal fishers folk shall avail the extension services at grass root level through Sagar Mitra for socio- economic development of fisher families.
b. The qualified/ eligible youth of the coastal villages will be engaged for providing sensitive support service as Sagar Mitras at respective landing centers and concerned coastal villages.
c. This system will create job opportunities to young professionals in Coastal village and have opportunities to cater to their communities[Villages.
Roles and Responsibilities
(i) The primary roles and responsibilities of Sagar Mitras are, interface between the Government and fishermen and act as first person of contact for any marine fisheries related demands/services of fishers,
(ii) To create awareness among the local fishers on various schemes and programmes.
(iii) Promote participatory management of fisheries resources.
(iv)Sensitize the local fishers about the government policies, programmes and regulations.
(v) Dissemination of information on weather forecast, PFZ, natural calamities.
(vi)Create awareness about the hygienic handling of fish, personal hygiene, healthy living and Working conditions.
(vii) To create awareness on sustainable utilization of fisheries resources and relevant regulation including CCRF, importance of ocean and coastal ecosystem conservation, prevention of IUU fishing etc.
(viii) to promote women empowerment through alternative livelihood, post harvest and marketing activities,
(ix)to compile information/data on daily fish production, fishing vessels including their entry and exist, fish price and marketing information and provide such data to the government
(x) to mobilize fishers for training or impart training and perform any other tasks entrusted by central and State Governments.
(xi)The Sagar Mitras is responsible to report untold incidents if any happened in their jurisdiction and tracking the moment of Marine Fishermen who venturing into the Sea day to day.
Selection Procedure :
1. The selection among the applicants will be made in the following order of preference
Category - I: Fisheries Polytechnic Diploma holders from recognised university.
Category- II: Bachelor degree in Fisheries Science/Marine Biology/Zoology from recognised university
2. The candidates who finalised from the categories I & II have to produce proof on soft skills qualification from the registered institute.
3. The candidates who called for interview has to submit declaration to stay in concerned Fishermen village before attending interview.
4. The selection committee will commence the selection first from among the applicants in category-I. If sufficient number of candidates are not available, the committee than select the candidates from among the applicants in category-II.
5. Selection procedure; weightage will be given 75% for merit (Education Qualification), Soft skills 10% and Interview 15%.
6. Selection of 80% candidates from native district and 20% from non-local districts of Andhra Pradesh State.
7. Selection shall be made by a District Selection Committee with District Collector/Joint Collector (R & RBK) as a Chairman, District Fisheries Officer of Fisheries Department is member convenor and Joint Director (AH), Department of Animal Husbandry in the district as Member.
8. Roster system and rule of reservation shall be followed as rules.
9. Selection shall be done through issue of an advertisement in local leading news paper.
